October 24th 2023 Meeting Minutes

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Tuesday, October 24, 2023, Supervisor Fitzgerald called the meeting to order. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson, Beggs, all present. Also present: Judy Henry, Ed Perkins, Rhonda Perkins and Justin Savage.

Watson motioned to approve the minutes from October 19, 2023, as well as amending the agenda for today’s meeting to add the Solar Wind Ordinance Meeting at 1:00 p.m. Beggs seconded. MC 3-0.

Public comments:
No public comments.

Committee Report:
Watson updated the Board on the Southern Hills Meeting.

Secondary Roads:
Savage presented a utility permit for 2200 210th St, Bedford. Beggs motioned to approve the utility permit. Watson seconded. MC 3-0.
Beggs made a motion to pass Resolution 2024-06 transferring $253,075.75 from the Rural Service Fund to the Secondary Road Fund and $18,133.50 from General Basic to Secondary Road Fund. This amount includes $23,272.14 deposited in the Rural Service Fund by Local Option Sales & Service Tax. Watson seconded the motion. MC 3-0.
Watson made a motion to approve Raymond Olney as Weed Commissioner for FY24/25. Beggs seconded. MC 3-0.

New Business
Auditor Henry shared with the Board that she is interested in purchasing Solutions budgeting software when it is made available. Also, Josh Good and Henry will be taking an online NACO Seminar on Professional Development: Cybersecurity and Leadership. They will be splitting the costs between their offices.
Henry also stated claims will be paid on a weekly basis to avoid any late fees, finance charges and quantity of bills being submitted.

Sheriff Weed joined the meeting. Weed requested to purchase a 2023 F150 for $48,110 for the Sheriff’s Office. Beggs made a motion to approve the purchase of the 2023 F150. Watson seconded the motion. MC 3-0.

The Board had further discussion on the Audio Live Stream reinstatement, no action taken.

The Board discussed candidates for the vacancy on the Taylor County Eminent Domain Board, no action taken.

Crystal Drake joined the Board to discuss the Public Health building progress. Beggs made a motion to hire Kimberly Watson to paint the new building. Fitzgerald seconded the motion.
MC 2-0. Watson abstained.

Auditor Henry requested to hire Keisha Nguyen as Auditor Clerk with a starting date as November 13, 2023. Watson made a motion to approve Henry’s hire of Keisha Nguyen as Auditor Clerk. Beggs seconded. MC 3-0.

The Board reviewed and approved claims to be paid.

The Board discussed future topics of discussion for future meetings.

Beggs made a motion to recess until 1:00 p.m., Watston seconded. MC 3-0

Watson motioned to continue the session at 1:00 p.m. Beggs seconded. MC 3-0. Joining the meeting was Rand Fisher, Kimberly Watson, Diane Lange, Amada Masilko, Dennis Norton and Justin Savage.
Rand Fisher with the Center for Infrastructure and Economic Development presented his company’s review of Taylor County’s proposed Solar Wind Ordinance. The Board listened to the public’s concerns of the solar panels and batteries. No action was taken.

Beggs made a motion to adjourn the meeting. Watson seconded. MC 3-0.
