May 26th Meeting Minutes

May 26, 2022
Supervisor Wilmarth called the meeting to order at 9:10 a.m. The Board stood and said the pledge of
allegiance
Roll call Supervisors: Horton, Fitzgerald, and Wilmarth and Auditor Bethany Murphy. Also, present
Kim Watson, and Justin Savage.
Horton made a motion seconded by Fitzgerald to approve the agenda for today’s meeting and the
minutes to the last meeting. Motion carried 3-0
There were no public comments.
Fitzgerald reported on the Matura Meeting he attended.
Horton made a motion seconded by Fitzgerald to open the public hearing on the portion of Post
Avenue in Marshall Township Section 33 &34. Motion carried 3-0.
There were no written or oral objections.
Horton made a motion seconded by Fitzgerald to close the public hearing. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to approve the Resolution 2022-24 changing a portion of
Post Avenue in Marshall Township Section 33&34 to service area level C. Motion carried 3-0.
Horton made a motion seconded by Fitzgerald to open the public hearing on the budget amendment.
Motion carried 3-0.
There were no written or oral objections.
Fitzgerald made a motion seconded by Horton to close the public hearing on the budget amendment.
Motion carried 3-0.
Horton made a motion seconded by Fitzgerald to approve the budget amendment. Motion carried 3-0.
The Board approved the claims to be paid.
Auditor Murphy let the Board know the bill for moving the Public Health Department came in much
larger then quoted at $1,250.00. The Board elected to pay it from ARPA Funds. Auditor Murphy let
the Board know she is concerned about nickel and diming the ARPA Funds and Taylor County is not
going to have much to show of the 1.1 million it received.
Nick Fehring and Zoey Lacey joined the meeting to ask to purchase a new lawn mower. The received
bids from Agri Vision for a John Deere 295 Z Tract with at 72’’deck for $11,750.00 Sleep’s LLC for
a Farris 3300 with a 61’’ deck for $13,777.17, Vetter for a Cub Cadet with a 72’’ deck for
$11,359.00 and Whipp’s for Graveley with a 60’’ deck for $12,300.00. Nick like the mower from
Sleep’s LLC the best as it has the suspension seat with as much as they mow it also has the most
horsepower. Horton made a motion seconded by Fitzgerald to approve to purchase the Farris Mower
from Sleep’s LLC for
$13,777.17. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to approve Resolution 2022-22 Approving a Community
Development and Housing Needs Assessment. Motion carried 3-0.

Horton made a motion seconded by Fitzgerald to approve Resolution 2022-23 Endorsing an Application
for Community Development Block Grant Funds. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to approve $5000.00 to the Taylor County Partner for
the Recreation Center study from Local Option Sales and Service Tax. Motion carried 3-0.
Sarah Guilliatt and Crystal Drake joined the meeting to update the Board on Public Health.
The Board made a phone call to David Frank from Arca Search for the digitizing of the Courthouse
records. Fitzgerald made a motion seconded by Horton to approve the digitizing of the Courthouse
records with Arca Search for a total cost of $171,096.00 to be paid from ARPA Funds. Motion carried
3- 0.
The Board approved some equipment disposal forms for the Auditor’s Office.
Justin Savage joined the meeting to discuss department specific policies to Secondary Roads. Horton
made a motion seconded by Fitzgerald to approve the 50% sick leave buyout leave for employees here
prior to July 1, 2003, General Safety Policy, Transfer, layoff, and authorized absence policy, and
drug and alcohol policies specific to the Secondary Roads Department. Motion carried 3-0.
James King submitted his resignation effective May 31, 2022. Fitzgerald made a motion seconded by
Horton to approve the resignation of James King. Motion carried
Fitzgerald made a motion seconded by Horton to go into closed session at 11:32 a.m. to discuss
right to way acquisition. Motion carried 3-0.
Horton made a motion seconded by Fitzgerald to come out of closed session at 11:36 a.m. Motion
carried 3-0.
Horton made a motion seconded by Fitzgerald to give Justin Savage authorization to purchase the
right the right to way needed for the Marshall 17 bridge (the Conway Bridge). Motion carried 3-0.
Horton made a motion seconded by Fitzgerald to return to closed session at 11:43 for the Engineer
Contract discussion. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to come out of closed session at 1:03 p.m. Motion
carried 3-0.
Fitzgerald made a motion seconded by Wilmarth to adjourn the meeting. Motion carried 3-0.
