November 2nd 2023 Meeting Minutes

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
November 2, 2023, Supervisor Fitzgerald called the meeting to order. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson, Beggs, all present. Also present: Judy Henry, Rob Welch, Greg Witzenberg, Alexa Johnson and Justin Savage.

Watson motioned to approve the minutes from October 24, 2023, as well as the agenda for today’s meeting. Beggs seconded. MC 3-0.

Public comments:
No public comments. Rob Welch left the meeting.

Committee Report:
Fitzgerald reported on the Crossroads meeting and Watson reported on the Southern Iowa Trolly.

Diane Lange joined the meeting.

Secondary Roads:
Savage presented Compensation Estimates for FM-C087(71)—55-87 and Compensation Estimate BRS-C080 (85)—60-80. Jack made a motion to accept the Compensation Estimate FM-C087, Watson seconded, MC 3-0. Watson made a motion to accept Compensation Estimate BRS-C080. Beggs seconded. MC 3-0.
Justin said they are still working on culvert and bridge erosion.

Nick Fehring joined the meeting and Savage left the meeting.

New Business
Fehring presented the Board with The Taylor County Conservation Annual Report. Watson made a motion to accept the Taylor County Conservation Board Annual Report 2022/2023. Jack seconded the motion. MC 3-0.

Greg Witzenberg with Liberty National spoke to the Board about various Insurance policies his company has to offer. He requested permission to speak with the county employees about services he can offer. The Board wanted to speak to the Department Heads first.

Watson made a motion to pay Secure Benefits Systems monthly fees. Beggs seconded. MC 3-0.

Josh Weed, Shellia Culp and Daniel Wyckoff joined the meeting.

Carol Adkins and Julie Robinson entered the meeting. Adkins gave a review of services that Family Crisis Center provides for the area. They offer direct services for victims of crimes. They help victims with court proceedings and claims. Robinson stated they have used the services in the past and found them very helpful. They were asking to be considered for funding on the FY24/25 Budget.

Sheriff Weed relayed to the Board the new Ford truck will require some added equipment including lights, wiring, grill and camera. Watston made a motion to allow Weed to purchase the new equipment as his budget allowed. Beggs seconded the motion. MC 3-0.

County Attorney, Clint Spurrier previously notified the Board 2 tables in the Courtroom would need to be removed to make room for new furniture. No action taken.

The Board discussed candidates for the vacancy on the Taylor County Eminent Domain Board, no action taken.

Culp reviewed updates around the Courthouse.

Diane Lange spoke to the Board about the Windmill Project. Many citizens still want the windmills to be set back further from residential property owners.

Crystal Drake joined the Board to discuss the Public Health building progress.

The Board reviewed and approved claims to be paid.

The Board discussed future topics of discussion for future meetings.

Beggs made a motion to adjourn the meeting. Watson seconded. MC 3-0.
