November 14th 2023 Meeting Minutes

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday, November 14, 2023, Supervisor Fitzgerald called the meeting to order. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson, Beggs, all present. Also present: Judy Henry, Scott Marcum, Don Maxson and Justin Savage.

Watson motioned to approve the minutes from November 9, 2023, as well as the agenda for today’s meeting. Beggs seconded. MC 3-0.

Committee Report:

Watson attended the RCCD meeting.

Secondary Roads:

Savage said Chase Weller made a request to change part of Orange Ave to a Level C Road. It currently is a Level B Road; Level C allows landowners to gate the road. When changing to a Level C Road, landowners must leave Secondary Roads access to maintain the road two times a year.  There will be a public hearing at 9:10 a.m. on December 7, 2023, to discuss the change in the road level.

New Business

Don Maxson from Blockton made a request to abate the taxes on Lots 10 and 11, Block 20, Original, Blockton. Maxson purchased the property from the City of Blockton in 2022, the buildings on the property had already been tom down. He had requested the prior Assessor to take the buildings off the tax rolls. After all the switching of employees in the Assessors Office the change was never made. Watson made a motion to abate only the values of the structures. Beggs seconded. MC 3-0.

Kathy Beam, Taylor County Mental Health Advocate, turned in her letter of retirement. Beggs motioned to accept the letter ofretirement. Watson seconded. MC 3-0.

Crystal Drake joined the meeting. She reviewed options with the Board on who to contact for a replacement for Beam.

Drake also gave an update on the progress of the Public Health Building. Move in date is still planned for November 20, 2023

Watson motioned to recess until 2:30 p.m. Beggs seconded. MC 3-0.

The Board reconvened at 2:30 p.m. Also, present Judy Henry, Chelse Stoll and Jack Reed from Iowa Negotiating & Consulting Services, AFSCME Council 61 representive Ingersoll and Justin Savage. Ingersoll presented the Taylor Sheriffs Union initial bargaining proposal. Reed stated they would review the proposal and contact him later.

Jack Reed updated the Board on the Secondary Road Union. The Taylor County Secondary Road Department failed to get enough votes to continue with their Union certification. They will have to wait 2 years before they can be recertified. Any bargaining unit must be certified in the State of lowa to negotiate Union contracts.

Watson made a motion to go into closed session at 3:09 p.m. Beggs seconded the motion. MC 3-0. The Board went into closed session.

The Board returned from closed session at 3:34 p.m. The Board reviewed and approved claims to be paid.

The Board discussed future topics of discussion for future meetings.

Beggs made a motion to adjourn the meeting. Watson seconded. MC 3-0.
