April 27th 2023 Meeting Minutes

PROCEEDINGS FOR THE

TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday, April 27, 2023.

Supervisor Fitzgerald called the meeting to order.  The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson, Beggs, all present.  Also present: Corey Leftwich, Josh Good and Justin Savage.

Watson motioned to approve the minutes from April 18th, 20th and 25th, as well as approve the agenda for the meeting.  Beggs seconded.  MC 3-0.

Denise Sleep expressed her frustration with the County over the handing of the Assessor’s position.  Jared Hershberger thanked the Board for hosting the forum on the wind turbine ordinance.  He advised that they will host a forum after planting season as well.

Beggs reported on his Ambulance Board meeting.  Watson reported on his 5th Judicial and Mental Health meetings.  Fitzgerald reported on his Crossroads meeting.

Savage had no utility permits for approval.  He reported on the summer hours for Secondary Roads, that they will shift to working four, ten-hour shifts starting May 25th through August 16th.  He advised the Board of updates to the All-Systems Permit and that the signs have been ordered for the bridges.  He also advised that they are expecting applications back for the Weed Commissioner position.

Leftwich discussed the temporary part-time Assessor’s clerk position with the Board.  Leftwich received two applications and presented the request to hire David Winney at $17.00 per hour, working 3-5 days a week as needed.  Watson motioned to approve as stated.  Beggs seconded.  MC 3-0. 

Leftwich presented the requirement to reschedule the hearing for the Solar Ordinance, to ensure adherence to publishing requirements.  Beggs motioned to set the Solar Ordinance hearing on May 18th at 1:00 pm in the Supervisors Room.  Watson seconded.  MC 3-0.

Leftwich advised that there have been requests for a budget amendment.  Beggs motioned to have the budget amendment worksheets turned into the Auditor’s Office by May 11th, to be discussed at a Board of Supervisors’ meeting being held on Friday, May 12th at 9:00 am instead of Thursday May 11th.  Watson seconded.  MC 3-0.

Watson advised he is searching for someone to paint the Courthouse dome but has not found anyone yet.  Beggs reported the estimate of $800-$1,000 to create a brace for the stairwell in the Courthouse, which doesn’t include installation.  The Board discussed the sidewalks located around the Courthouse, and the desire to remove them and then seed the grass.  The Board will continue to review options.

Leftwich presented the contract renewal for Cost Advisory Services, and described the services they offer to the Board.  The Board agreed to table the discussion until they can review the contract further as well as the report for FY22 that was received under the current contract.

Nick Fehring presented the request to the Board to hire Dale Bucher as a Conservation Aide at a rate of $15.00 per hour for the temporary part-time position.  Watson motioned to approve as presented.  Beggs seconded.  MC 3-0. 

Beggs motioned to go into closed session under Iowa Code 21.5(1)(k) for records protected by Iowa Code 22.7(50); as well as CJIS 5.5.2 to discuss improvements to the server room and other infrastructure improvements related to security with Corey Leftwich, Josh Good, and Belinda Ogle present.  Watson seconded.  Fitzgerald, Watson, Beggs aye.  MC 3-0.

The Board returned from closed session, then reviewed and approved claims to be paid.

The Board reviewed topics for discussion in future meetings.  Watson motioned to adjourn the meeting. Beggs seconded.  MC 3-0.
