November 22nd 2023 Meeting Minutes

PROCEEDINGS FOR THE
TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday,
November 22, 2023, Supervisor Fitzgerald called the meeting to order. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald and Watson present. Beggs was absent, but available by phone as needed. Also present: Judy Henry, Rob Welch, and Justin Savage.

Fitzgerald motioned to approve the minutes from November 14, 2023, as well as the agenda for today’s meeting. Watson seconded. MC 2-0.

Bryan Spencer and Mike Bowman joined the meeting.

Committee Report:
No Reports

Secondary Roads:
Savage submitted 2 utility permits from SIRWA for service lines Southeast of Conway. Watson motioned to approve the 2 utility permits, Fitgerald seconded. MC 2-0. Savage presented the final payment invoice for Iowa DOT contract 87-C0870-070. Fitzgerald made a motion to pay the DOT contract 87-C0870-070 invoice, Watson seconded. MC 2-0.
Beggs joined the meeting by phone.
Bryan Spencer and Mike Bowman discussed the decertification of the Taylor County Secondary Road Union which has been established since October 6, 1976.
Since the recent decertification they had 3 options available:
1 Form their own Union.
2 Wait 2 years to rejoin the Union.
3 Not take any action right now.
The Secondary Road Employees met and voted to not take any action right now. They are putting their trust in the Board of Supervisors and hope to continue to move in the right direction for the County. Spencer stated they were very appreciative of the support and wage increase last year. Watson stated Savage was the one mostly responsible for finding room for the increase. Beggs, Spencer, Bowman and Savage left the meeting.

Shellia Culp and Crystal Drake joined the meeting.

New Business
None

Old Business
Culp stated the Taylor County Historical Society would like the tables from the Courtroom, David Dukes will be here Tuesday to pick them up. Also, stated since the nurses moved all their equipment, we will need a refrigerator in the staff room. Culp will check on some used ones.
Drake gave an update on the progress of the Public Health Building. The move went well, still unloading and getting equipment set up. Currently using a temporary ramp until a permanent one can be installed.
Cole Walters joined the meeting with Projected Budget and Membership Rates for The Farm project. Requesting the Board consider donating to the project.

Mental Health Advocate candidate was tabled to next meeting.

The Board reviewed and approved claims to be paid.

The Board discussed future topics of discussion for future meetings.

Watson made a motion to adjourn the meeting. Fitzgerald seconded. MC 2-0.
