April 7th 2023 Meeting Minutes

PROCEEDINGS FOR THE

TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Friday, April 7, 2023.

Supervisor Fitzgerald called the meeting to order.  The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson, Beggs, all present.  Also present: Corey Leftwich, Josh Good, Rob Welch, Amanda Masilko, Jacque Lenhart, Cole Walters, and Justin Savage.

Beggs motioned to approve the minutes from March 30th with amendments and April 3rd, as well as approve the agenda for today’s meeting.  Watson seconded.  MC 3-0.

Lenhart had questions about the budget that was published in the paper, specifically for the Secondary Roads department regarding equipment.  Savage explained what the budgets and projects are for Secondary Roads.  Lenhart also had questions about anticipated IT expenditures which Leftwich advised was due to reclassification of expenditures and increase in the budget due to having a full time IT department that is working on improving our infrastructure and securing County information.  Lenhart also inquired about the 28E agreement between Adams County and Taylor County regarding Public Health.

Public comments continued with discussion on the wind turbines in Taylor County and the wind ordinance in effect.  There was continued back and forth discussion on the ordinance and how it impacts all parties involved.

Watson reported on his RC&D Committee report.

Walters provided an update on the Invitation to Qualify Grant that it has been applied for.  He also provided updates on the bill for LOST in the IA Legislature and advised that it will not be approved for this year.

Savage discussed the capital assets policy and that it needs to be updated per the recommendation from the state auditors.  He also presented two utility permits for approval.  Beggs motioned to approve the utility permits as presented.  Watson seconded.  MC 3-0.

Savage presented the IDOT budget for Secondary Roads.  Watson motioned to approve the budget as presented.  Beggs seconded.  MC 3-0.

Savage presented the 5-year plan for the Secondary Roads department.  Beggs motioned to approve the 5-year DOT plan.  Watson seconded. MC 3-0. 

Savage presented bridge evaluations, and how it relates to All-Systems Permit.  Discussion ensued on various routes that the permit would allow.  The Board advised they will continue to review and discuss the various routes.  Savage left the meeting.

Jan Beach-Sickles updated the Board on the ambulance.  She no longer needs approval for the deposit due to the chassis for the ambulance being received. She provided additional updates to the Board.

Watson motioned to go into closed session under Iowa Code 20.17(3) to discuss the Sheriff’s Office union negotiations and arbitration.  Beggs seconded.  MC 3-0.  Beggs motioned to return from closed session. Watson seconded.  MC 3-0.

Beggs motioned to go into closed session under Iowa Code 21.5(1)(k), for records protected by Iowa Code 22.7(50) as well as CJIS 5.5.2 with Dana Davis, Judy Henry, Josh Weed, Josh Good and Corey Leftwich present. Watson seconded.  MC 3-0.  Watson motioned to return from closed session. Beggs seconded.  MC 3-0.

The Board decided to table discussion on the possible solar ordinance until next week.

The Board reviewed topics for discussion in future meetings.  Watson motioned to adjourn the meeting. Beggs seconded.  MC 3-0.
