April 7th 2022 Meeting Minutes

April 7, 2022
Supervisor Wilmarth called the meeting to order at 9:00 a.m.
The Board stood and said the pledge of allegiance
Roll call Supervisors: Horton, Fitzgerald, and Wilmarth and Auditor Bethany Murphy. Also, present Justin Savage.
Horton made a motion seconded by Fitzgerald to approve the agenda for today’s meeting with the addition of discussing the handbook at 11:30 a.m. and the minutes to the last meeting. Motion carried 3-0
There were no public comments.
Wilmarth gave a report on the Southern Hills Mental Health meeting she attended.
Savage presented his 5-year program the significant change is a pavement marking project (painting the lines) and fixing the small bridge north of Blockton in conjunction with Ringgold County. Fitzgerald made a motion seconded by Horton to approve the 5year plan and the IDOT Secondary Roads. Motion carried 3-0.
Jay Sunderman joined the meeting at 9:18 a.m.
Sunderman joined the meeting to discuss bridges that are in the county that have been closed. Sunderman just had concerns about 3 bridges that impede his ability to get to some of his farm ground. He understands that budgets are tight but would like to see the bridges fixed.
Horton made a motion seconded by Fitzgerald to approve the granular surfacing plans for rebid. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to approve Resolution 2022-18 transferring $319,224.00 to Secondary Roads. Motion carried 3-0. This transfer includes $72,760.82 from Local Option Sales and Service Tax.
Savage presented a utility permit to Farmers Mutual Telephone to run fiber at 150th Street and Idaho Avenue. Horton made a motion seconded by Fitzgerald to approve the utility permit for Farmers Mutual Telephone. Motion carried 3-0.
Horton made a motion seconded by Fitzgerald to approve the liquor license for Deer Ridge. Motion carried 3-0.
The Board approved the monthly payment to Secure Benefits for $9,975.12.
Sarah Guilliatt and Crystal Drake joined the meeting to update the Board on the status of the grants. Fitzgerald made a motion seconded by Horton to approve Resolution 2022-19 to apply for financial assistance with the United States Department of Agriculture, Rural Development to finance furnishing and equipment for Taylor County Public Health.
Justin Savage joined the meeting.
Jackie Minor from Ewart Insurance met with the Board on the county insurance policy. Jackie will requote on some of the building at replacement cost, look at older vehicles for actual cost value and get back to the Board.
The Board reviewed the final changes to new Employee Handbook. The new Handbook will be on the agenda for approval for next week.
Fitzgerald made a motion seconded by Horton to adjourn the meeting. Motion carried 3-0.
