March 28 2024 Meeting Minutes

PROCEEDINGS FOR THE

TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Monday, March 28, 2024, Supervisor Fitzgerald called the meeting to order. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson and Beggs present.  Also present:  Judy Henry, Justin Savage, Andy Thomas, Jeff Lange, Shellia Culp, and Nikki Lock.

Watson made a motion to approve the Minutes from March 21, 2024, meeting, and Agenda for today’s meeting.  Beggs seconded.  MC 3-0.

Public comments:

The Board received a call about the Black Maple Wind turbines.  The Board referred him to a couple Black Maple representatives.

Committee Report:

Fitzgerald had attended the Crossroads/Heartland meeting and the MATURA financial meeting.  It was Taylor County’s turn to host the Quarterly Quad County meeting. All Supervisors and Auditor Henry attended.  The meeting was held in the new Taylor County Public Health meeting room.

Andy Thomas with Native Hardwood discussed flooring in the basement of the Courthouse, railing and covering for one of the servers. 

Secondary Roads:

Savage presented two Utility Permits, one in Dallas Section 25 and the other in Nodaway/Marshall townships.  Watson made a motion to approve the permit in Dallas Township, Beggs seconded the motion.  MC 3-0. Beggs made a motion to approve the permit in Nodaway/Marshall Townships., Watson seconded the motion.  MC 3-0.

Savage submitted Resolution 2024-08 Contract 87-C087-060 for project STP-SC087(60)-5E-87. Beggs made a motion to approve Resolution 2024-08.  Watson seconded the motion.  MC 3-0.  Savage also submitted Resolution 2024-09 Contract 87-C087-071 for project FMC087(71)-55-87.  Watson made a motion to approve Resolution 2024-09.  Beggs seconded the motion.  MC 3-0.

Raymond Olney joined the meeting to discuss the Annual Weed Destruction Notice.  He stated the notice needs to be published by June 1st, 2024.  Beggs made a motion to approve the Annual Weed Destruction Notice.  Watson seconded the motion.  MC 3-0.  Savage and Olney discussed with the need for a new sign truck, quotes were provided.  The Boom on the old truck sticks and takes 6 months to get parts for repairs. The  parts are becoming harder to find.  Both felt the Boom was unsafe to use. 

Savage briefly went over the DOT County Secondary Roads Budget and County Five Year Plan. (CFYP). The Board wanted to have further discussions about the CFYP at the April 4, 2024, meeting.

Auditor Henry discussed what steps she had taken for advertising for a new Engineer.  The Board discussed having an Interim Engineer and what options they still have.

New Business:

County Attorney Clint Spurrier joined the meeting and presented the Board with Resolution 2024-10. Resolution Concerning Attorney Fees for Indigent Person in Substance Abuse Commitment Cases and in Guardship and/or Conservatorship Cases.  Spurrier said by State Law the County is mandated to pay some of the Attorney Fees pertaining to these types of cases.  Beggs made a motion to approve Resolution 2024-10.  Watson seconded the motion.  MC 3-0. 

County Attorney, Clint Spurrier brought the Board up to date on the process of the EMS Levy and Resolution.  Spurrier stated the Board must have 3 public meetings and they can all be held on one day. Beggs made a motion to make EMS an Essential Service. Watson seconded the motion. MC 3-0.   Spurrier will make a Resolution for the Board to sign at the next meeting, Resolution 2024-11.  Resolution Declaring Emergency Medical Services to be an Essential County Service.   Beggs made a motion to set June 6th, 2024, as the day for public hearings.  Watson seconded the motion.  MC 3-0.  Times were set for 8 a.m., 12 p.m. and 6 p.m.

Sarah Guilliatt joined the meeting to discuss recognizing the month of April as Child Abuse Prevention Month. Guilliatt wanted to place blue pinwheels in the Courtyard to signify Child Abuse Awareness.  Watson made a motion to recognize April as Child Abuse Prevention Month and to allow Guilliatt to decorate the Courtyard.  Beggs seconded the motion.  MC 3-0. 

Old Business:

Culp spoke with the Board on a couple of minor repairs that need done thru out the Courthouse.

The Board reviewed and approved claims to be paid.

The Board discussed topics of discussion for future meetings.

Beggs made a motion to adjourn the meeting.  Watson seconded. MC 3-0.
