January 4th 2021 Meeting Minutes

January 4, 2021
The Taylor County Board of Supervisors met in regular session with Doug Horton, Ron Fitzgerald, Pam
Wilmarth, and Auditor Bethany Murphy present.
Horton made a motion seconded by Wilmarth to approve the minutes of last meeting and todays agenda.
Motion carried 3-0.
The Board made their appointments for 2021, Doug Horton will serve as Chairman, Pam Wilmarth will
serve as Vice- Chair. Mick Ware will serve as EMA Management Coordinator and Belinda Ogle as
Assistant EMC. Jess Weller was appointed to another term on the Conservation Board. Diane Ware was
appointed to another term on the Board of Health. The official newspapers for the county are Lenox
Time Table and Bedford Times Press. Dr. Bethel Kopp and Dr. Stephen Gruba will serve as Coroner and
Lisa Brown as Medical Examiner Investigator, Jen Worisek will serve as Assistant Death
Investigator. Shellia Culp will serve as ADA Director. The Director of Public Health will serve as
HIPAA Coordinator. The Supervisors will represent the county on the following boards Doug Horton:
DECAT Board, Adams/Taylor Landfill, County EMS Board, Ambulance Board, Enterprise Zone Commission,
Courthouse Security Team, and SICOG; Ron Fitzgerald: MATURA, Work Force Development, Crossroads,
Emergency Management Commission, Wellness Committee, and ATURA; Pam Wilmarth: Southwest Iowa
Trolley, Southern Hill Mental Health, Hungry Canyons, Safety Committee, 5ᵗʰ Judicial District, RC&D
and 911 alternate. Wilmarth made a motion seconded by Fitzgerald to approve the committee
appointments. Motion carried 3-0.
The Board appointed the following to serve on the Eminent Domain Compensation Commission;
Agricultural: Kenny Lager, Judy O’Grady, David Dukes, Jay Sunderman, Monty Douglas, Gary Spring,
Cindy Coleman, and Jack Spencer; Owners of City Property: Gary Wyckoff, Gary Mc Nees, Charlotte
Pearce, Karen Zabel, Kile Coleman, Larry Garner, and Greg Beggs, Real Estate Brokers: Jenice
Simmons, Connie Parrish, Nicki Trost, Dan Zech, and Alan Nicholas; Bankers, Auctioneers and Propery
Appraisers: Gary Zabel, Tanner Peterman, Kandra Powell, Debbie Miller, David Henry, Jamie Horton
and Russele Sleep.
Jeff Cummings joined the meeting to present that Compensation Board recommendation to the Board.
The Compensation Board recommended a 4.5% increase across the board for all elected officials. No
action was taken at this time
Jim Rowe joined the meeting to update the Board on road conditions.
Zach Woods joined the meeting for the Health Insurance discussion. A single policy has increased by
$70.00 and Family policy has increased by $159.00. The Board tabled the decision for now.
The Board started work on the FY22 budget.
No further business came before the Board at this time, and the meeting was adjourned subject to
