April 21st 2022 Meeting Minutes

April 21, 2022
Supervisor Wilmarth called the meeting to order at 9:00 a.m.
The Board stood and said the pledge of allegiance
Roll call Supervisors: Horton, Fitzgerald, and Wilmarth and Auditor Bethany Murphy. Also, present
Justin Savage.
Fitzgerald made a motion seconded by Horton to approve the agenda for today’s meeting and the minutes
to the last meeting. Motion carried 3-0
There were no public comments.
There were no committee reports.
Savage presented a utility permit for Virginia Ave north of Highway 2 for Frontier. Fitzgerald made a
motion seconded by Horton to approve the utility permit. Motion carried 3-0.
Mark Peurzzaro addressed the Board on changing a portion of Post Avenue to level C in section 34 of
Marshall Township. The Board does not have an issue with it as long as the other landowners are in
agreeance. Horton made a motion seconded by Fitzgerald to allow the road to be turned into a level C
road. Motion carried 3-0.
Savage presented the granular surfacing project the estimate was $517,040.00 the bid came in at
$658,664.00 from Schidberg Construction Co. This would be funded from Farm to Market Funds.
Fitzgerald made the motion seconded by Horton to award the contract to Schidberg Construction Co. for
$658,664.00 for 89 miles of rock spread in Taylor County.
Savage left the meeting.
Sarah Guilliatt and Crystal Drake joined the meeting for the public hearing on the USDA Grant.
Horton made a motion seconded by Fitzgerald to open the public haring on the USDA Grant. Motion
carried 3-0.
There were no written or oral comments.
Fitzgerald made a motion seconded by Horton to close the public hearing on the USDA Grant. Motion
carried 3-0.
Dana Davis, Rick Sheley, Shellia Culp, Clint Spurrier and Sharon Dalton joined the meeting to discuss
the cleaning of the attic the items stored in there.
Horton made a motion seconded by Fitzgerald to approve donation to Lenox Neighborhood Center for
new building in the amount of $5000.00 from Local Option Sales and Service Tax. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to approve the bid from Simmons Restoration for
$3,168.08 plus $35.00 per hour for the cleaning from ARPA Funds. Motion carried 3-0.
Horton made a motion seconded by Fitzgerald to approve the purchase of new voting equipment from
Henry M. Adkins Son, Inc for $46,208.00 from ARPA Funds. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to approve the purchase of 8 Elk devices (lifting aids) for
ambulance from ARPA Funds. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to approve the Cobra/Retiree Insurance rates. Motion
carried 3-0.
Fitzgerald made a motion seconded by Wilmarth to adjourn the meeting. Motion carried 3-0.
