March 31st 2022 Meeting Minutes

March 31, 2022
Supervisor Wilmarth called the meeting to order at 9:00 a.m.
The Board stood and said the pledge of allegiance
Roll call Supervisors: Horton, Fitzgerald, and Wilmarth and Auditor Bethany Murphy. Also, present Justin Savage & Jack Beggs.
Horton made a motion seconded by Fitzgerald to approve the agenda for today’s meeting and the minutes to the last meeting. Motion carried 3-0
There were no public comments.
Wilmarth gave a report on the Southern Hills Mental Health meeting she attended.
Savage presented a utility permit for Farmers Mutual Telephone running down N64 to 230th street east to highway 25 stopping 1 mile north of highway 2. Horton made a motion seconded by Fitzgerald to approve the utility permit for Farmer Mutual Telephone. Motion carried 3-0.
Jack Beggs left the meeting.
Fitzgerald made a motion seconded by Horton to go into closed session for Assistant Engineer evaluation. Motion carried 3-0.
Horton made a motion seconded by Fitzgerald to come out of closed session. Motion carried 3-0.
Jack Beggs rejoined the meeting.
Horton made a motion seconded by Fitzgerald to approve Josh Good as the new IT Director with a starting salary of $58,000.00. Motion carried 3-0. Good will start on May 2, 2022.
Sara Guilliatt and Crystal Drake joined the meeting on the CDBG grant the department is applying for. The RFP’s have been sent out and notices posted. The Board will review the RFPs on April 14, 2022, at 10:00 a.m. Guilliatt talked about the USDA Grant for the office furniture for the building. The Grant is $50,000.00 but will require a 55% match. They would like to get this grant started as they have found office furniture and will be allowed to store it at the UCPC Church.
Jenny Robinson Christy Nixon and Lori Henrich for Child Abuse Awareness month. They asked the county to declare April as Child Abuse Awareness Month. Horton made a motion seconded by Fitzgerald to proclaim April as Child Abuse Prevention Month. Motion carried 3-0.
Sharon Dalton and Julie Robinson joined the meeting for the New Employee Handbook. Robinson and Dalton would like some language clarified under the vacation time. The Board tabled the handbook to get the clarifying language written.
Fitzgerald made a motion seconded by Wilmarth to adjourn the meeting. Motion carried 3-0.
