July 28th 2022 Meeting Minutes

Pam Wilmarth called the meeting to order at 9:01 a.m.

Roll call Supervisors: Wilmarth, Horton, and Fitzgerald and Deputy Auditor Sue Cox.

Kim Watson also present for the meeting.

Shellia Culp joined the meeting to discuss to discuss cooling situation with courtroom and Recorder’s office water leakage.  The Board suggested to call Camblin and one of them will come in when he arrives.   

Justin Savage, Engineer, joined the meeting.

Horton made a motion seconded by Fitzgerald to approve the agenda for today’s meeting and the minutes to the last meeting.  Motion carried 3-0

There were no public comments.

Committee reports:

Fitzgerald attended Crossroads meeting.  Wilmarth attended a Southern Hills meeting.  Wilmarth also attended a Fifth Judicial meeting by phone.    

Justin Savage, Engineer, discussed approving the 28E Agreement with Ringgold County for infrastructure/bridge project on Highway P14 (south of the big bridge towards Blockton.)  This will be a box culvert. Taylor County would assume 50% of the costs.  It is estimated at $500,000.  It will be paid out of HBP funds with a matching amount.  Horton motioned to approve.  Fitzgerald seconded.  Motion carried 3-0.

Savage discussed Resolution 2023-01 for participation in Safe Streets 4 All (SS4A) grant.  Horton motioned to approve Resolution 2023-01.  Fitzgerald seconded.  Motion carried 3-0.

Horton motion with Fitzgerald seconding to go into closed session at 9:28 in reference to an employee matter.

Out of closed session at 9:45.

Wilmarth opened the 2 bids for the car.  The winning bid was $300.00 to Connor Davison.

Fitzgerald motion Horton seconded approval of the bid with Mark Edwards Masonry for the repairs to the vault in the east wing of the Courthouse for $2,000.  Only one bid received.  The Board also approved a handwritten check if he can come work on it prior to August 4.  Motion carried 3-0. 

Horton approved contract with Nyhart to prepare the 509A for Taylor County for $1,000.  Fitzgerald seconded.  Motion carried 3-0.

Shellia joined the meeting and the Board asked her to call Riley Christie to look at the trees on the north side of the Courthouse that dieing and give us an estimate. 

Horton motion to adjourn.  Fitzgerald seconded.  Motion carried 3-0.

Old business.

The Board set the public meeting for the elevator project for September 8 at 6:30 p.m.  The location will be determined by the Board and announced later.

Horton made a motion seconded by Fitzgerald to adjourn the meeting.  Motion carried 3-0.
