October 27th 2022 Meeting Minutes

October 27, 2022
Supervisor Wilmarth called the meeting to order at 9:00 a.m. The Board stood and said the pledge of
allegiance.
Roll call Supervisors: Horton, Fitzgerald, and Wilmarth and Auditor Bethany Murphy. Also, present
Kim Watson, Justin Savage, Corey Leftwich, and Rob Welch.
Fitzgerald made a motion seconded by Wilmarth to approve the agenda for today’s meeting adding a
closed session at 10:15 and the minutes to the last meeting. Motion carried 3-0.
Wilmarth reported on the Fifth Judicial meeting she attended.
Savage presented the pavement marking plans for the Farm to Market roads in Taylor County. Horton
made a motion seconded by Fitzgerald to approve the plans for project FM-C087(70)—55-87. Motion
carried 3-0.
Savage presented the Weed Commissioner report. Horton made a motion seconded by Fitzgerald to
approve the Weed Commissioner Report. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to allow Justin Savage to provide consulting
engineering to the City of Gravity for their upcoming project. Motion carried 3-0.
Savage presented plans for the Conway Bridge project. Fitzgerald made a motion seconded to approve
the contract form
A.M. Corhron and Sons, Inc for project FM-C087(56)—55-87. Motion carried 3-0. Savage and Welch left
the meeting.
Horton made a motion seconded by Fitzgerald to approve the take bids on the Public Health van to be
due November 10, 2022 at 9:00 a.m. Motion carried 3-0.
The Board approved the claims to be paid.
Horton made a motion seconded by Fitzgerald to open the public hearing on the Floodplain Ordinance.
There were no written or oral comments.
Horton made a motion seconded by Fitzgerald to approve the closed the public hearing of the
Floodplain Ordinance. Horton made a motion seconded by Fitzgerald to approve the Floodplain
Ordinance. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to approve the purchase of a Tahoe for the Sheriff
Department in the amount of $40,382.00. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to approve Kim Kautz as a parttime dispatcher starting
as soon as possible for $14.00 per hour. Motion carried 3-0.
Auditor Murphy, Kim Watson and Corey Leftwich left the meeting and Deputy Cox joined the meeting.
Horton made a motion seconded by Fitzgerald to go into closed session under Iowa code 21.5.i. for
Auditor candidate interview. Motion carried 3-0.
Fitzgerald made a motion seconded by Horton to come out of closed session. Motion carried 3-0.
Deputy Auditor Cox left the meeting. Auditor Murphy retuned to the meeting.
Jackie Minor and Cole Walters from Bedford Partners joined the meeting to update the Board on the
results of the survey that was conducted about the new community center the partner would like to
construct.
Walters left meeting.

Savage joined the meeting.
Minor visited with the Board on the bond that is required for the Engineer. This would be a
$5,000.00 bond and would cost the county $100.00 per year. Horton made the motion seconded by
Fitzgerald to approve the purchase of the bond. Motion carried 3-0.
Fitzgerald made a made a motion seconded by Horton to adjourn the meeting. Motion carried 3-0. Pam
