PROCEEDINGS FOR THE

     TAYLOR COUNTY BOARD OF SUPERVISORS

The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday, January 9, 2025. Supervisor Jack Beggs called the meeting to order at 9:05 a m.  The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson, and Beggs present.   Also present, Auditor Judy Henry, Jim Rowe, Rob Welch, Chris Lock, Josh Good, Josh Weed, Shellia Culp, Lindsay Sonksen, Holly Cavin, Keisha Ngyuen, Dana Davis, Crystal Drake, and Belinda Ogle.

Fitzgerald made a motion to approve the agenda for today.    Watson seconded the motion.  MC

3-0. 

COMMITTEE REPORT:

Watson attended the R. C. & D. meeting.

PUBLIC COMMENT:

Rob Welch stated he will discuss the Economic Impact Analysis Report which pertains to the Windmill projects at the January 16th meeting.

SECONDARY ROAD REPORT:

Rowe stated they continue to finish up projects.  Chris Lock provided quotes for a Track Loader.  Fitzgerald made a motion to purchase a 335 John Deere Compact Track Loader for $109,327.53 for the FY26 year.  Watson seconded the motion.  MC 3-0.

Lock later rejoined the meeting and reported the price for the 335 had went up to $112,611.  Fitzgerald made a motion to buy the 333 John Deere Compact Track Loader for $100,512.112 instead of the 335.  Watson seconded the motion.  MC 3-0

NEW BUSINESS:

Ryan Berven with Assured Partners reviewed the FY26 Employee Insurance Rates.

Fitzgerald made a motion to open the Public Hearing for the FY25 Taylor County Budget Amendment.  Watson seconded the motion. MC 3-0.  There were no public comments.  Fitzgerald made a motion to close the Public Hearing.  Watson Seconded the motion.  MC 3-0.

Watson made a motion to approve the Budget Amendment of $25,050.  Fitzgerald seconded the motion.  MC 3-0

Crystal Drake reviewed the ISAC HIPPA program.  Fitzgerald made a motion to approve using the ISAC program.  Watson seconded the motion.  MC 3-0. 

The Board only received one application for the County Attorney position.  Fitzgerald made a motion to approve Andy Knuth for a 90 Day Agreement as County Attorney.  Watson seconded the motion.  MC 3-0.  Auditor Henry will contact Knuth about the agreement. 

Leesa Lester with Southern Iowa Trolly submitted her funding request for the FY26.  Fitzgerald made a motion to approve funding in the amount of $2500 to Southern Iowa Trolly.  Beggs seconded the motion.  MC 3-0.

Sheriff Weed requested buying new Body Cameras for the Sheriff’s Office, the current ones were outdated.  Watson made a motion to approve spending $7,790 for 10 body cams.  Fitzgerald seconded the motion.  MC 3-0.

OLD BUSINESS:

Fitzgerald reported that a Mental Health Advocate had been hired and will be contacting Auditor Henry with the details. 

Culp reported 2 furnaces were broke down as well as a hot water heater.  She had made some calls for repairs.

Josh Good, IT, reported he felt the ISAC HIPPA program will benefit the Security of the County Employees. 

Board approved claims to be paid and discuss items for the next meeting.

Watson made a motion to adjourn the meeting.  Fitzgerald seconded the motion. MC 3-0. Meeting adjourned.
