PROCEEDINGS FOR THE
TAYLOR COUNTY BOARD OF SUPERVISORS
The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday, December 26, 2024. Supervisor Fitzgerald called the meeting to order at 9:02 a m. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson and Beggs present. Also, present Auditor, Judy Henry, Jim Rowe, Rob Welch, Josh Good and Belinda Ogle.
Beggs made a motion to approve the agenda for today and the minutes from the December 23, 2024, Board Meeting. Watson seconded the motion. MC 3-0.

None
SECONDARY ROAD REPORT:
Rowe updated the Board on active projects and work as usual. Ogle presented the revised Flood Management Ordinance; she stated some of the wording needed changed. A new public hearing date needed to be set. Beggs motioned to set January 16th, 2025, 9:15 a.m. for the public hearing. Watson seconded the motion. MC 3-0. Ogle also presented the Floating Holiday Schedule 2025 for the Secondary Roads Department. Watson made a motion to accept the schedule as presented. Beggs seconded the motion. MC 3-0.
Julie Robinson joined the meeting.
NEW BUSINESS:
Jeff Soulsby joined the meeting. Soulsby stated the Conservation Board finished interviews for the Conservation Director position. They were prepared to make an offer to one of the applicants.
Recorder Rick Sheley, Sue Cox and Keisha Nguyenn joined the meeting. Recorder Sheley announced his retirement effective 12-31-24. Sheley requested Sue Cox be appointed to replace him. Watson made a motion to accept Sheley’s resignation. Beggs seconded the motion.
MC 3-0. Beggs stated he preferred the Citizens of Taylor County decide who the next Recorder would be. Watson made a motion to let the vacancy be filled by Special Election. Beggs seconded the motion. MC 3-0.
The Board approved Taylor County employee buyouts.
Auditor Henry presented 4 Memorandum of Understanding for the remaining ARPA SLFRF funds. The remaining funds needed to be obligated by December 31, 2024, and spent by December 31, 2026. The Board previously discussed electrical upgrades to the Courthouse but was not successful in attaining any quotes for the project.
Watson motioned to obligate $200,000 for help purchasing an Ambulance and Supplies that must be replaced by the end of 2026. Fitzgerald seconded the motion. MC 3-0.
Beggs made a motion to obligate $100,000 for gravel on Taylor County roads. Watson seconded. MC 3-0.
Beggs made a motion to obligate $49,000 for IBM Server upgrades, Authenticator Software and wiring for phone and internet in the Courthouse. Watson seconded the motion. MC 3-0.
Watson motioned to obligate $30,000 towards the remodel of a meeting room connected to the Public Health building. Beggs seconded the motion. MC 3-0.
OLD BUSINESS:
No snow removal bids had been turned in.
Auditor Henry stated the Compensation Board will meet at 4:30 p.m. on January 2, 2025.
Board approved claims to be paid and discuss items for the next meeting.
Watson made a motion to adjourn the meeting. Beggs seconded the motion. MC 3-0. Meeting adjourned.
