PROCEEDINGS FOR THE
TAYLOR COUNTY BOARD OF SUPERVISORS
The Taylor County Board of Supervisors met in regular session at 9:00 a.m. on Thursday, April 17, 2025. Supervisor Jack Beggs called the meeting to order at 9:15 a m. The Pledge of Allegiance was recited. Supervisor roll call: Fitzgerald, Watson, and Beggs present. Also present, Auditor Judy Henry, Jim Rowe, Josh Good and Colleen Larimer.
Watson made a motion to approve the Minutes from April 10, 2025, and to amend today’s agenda to include item j. Letter of Support for MATURA pertaining to the Community Services Block Grant. Fitzgerald seconded the motion, MC 3-0.
COMMITTEE REPORT:
Fitzgerald attended the Crossroads & Heart of Iowa meeting.
PUBLIC COMMENT:
Corey Eberling with Black Maple Wind Inc. informed the Board there will be a Q&A on May 20, 2025, at 5:30 p.m. in Lenox. Corey stated Black Maple has given out more grants towards area scholarships and proms. Rowe stated he had received compliments on the new hire for the Secondary Roads Department.
SECONDARY ROAD REPORT:
Rowe presented a rock contract with Schildberg Construction Co. FM-CO87(77)—55-87 for Granular Rock. Fitzgerald made a motion to approve the contract with Schildberg. Watson seconded the motion. MC 3-0. Rowe informed the Board the Secondary Roads Department will move to the 4-day summer schedule on May 22 and end it on September 4th.
NEW BUSINESS:
Travis Malone, IDOT stated Hwy148 road work will start in late May which will include the Gravity intersection. The County will be responsible for paying for the intersection work and the pricing came back lower than anticipated.
Belinda Ogle, EMA, presented Resolution 2025-11 Hazard Mitigation Assistance Program. Fitzgerald made a motion to approve Resolution 2025-11. Watson seconded the motion. MC 3-0.
Ogle also presented the Iowa Homeland Security and Emergency Management designation of authorized representatives. Watson made a motion to approve Belinda Ogle as the representative. Fitgerald seconded the motion. MC 3-0.
Watson made a motion to set May 8th, 2025, for the Flood Plain Plan public hearing. Fitzgerald seconded the motion. MC 3-0.
Henry presented the 90 Day Agreement for County Attorney Andy Knuth. Watson motioned to approve the 90 Day Agreement. Fitzgerald seconded the motion. MC 3-0.
The Taylor County Conservation Board joined the meeting. Jeff Soulsby made a request to reinstate Zoie Lecy”s longevity period to her prior appointment with the County. Auditor Henry stated it was against the Handbook Policy. She also explained other employees have left County employment and returned. Those employees were not allowed to use their old start date. The Board stated they could not go against the Handbook policy. Lecy informed the Board Brody Andreson had been hired for seasonal mowing at the Conservation Department.
Josh Good provided quotes and information on a Domain Controller.
Watson made a motion to approve May 15 at 10:00 a.m. for the public hearing for the FY25 Budget Amendment. Fitzgerald seconded the motion. MC 3-0.
Representatives Clayton Brown and Jonathn Bladt from Senator Chuck Grassley’s Office dropped in to visit with the Board.
OLD BUSINESS:
Culp updated the Board on brick work and repairs around the courtyard.
The board approved claims to be paid and discussed items for the next meeting.
Fitzgerald made a motion to adjourn the meeting. Watson seconded the motion. MC 3-0. Meeting adjourned.
